PREFACE

(where there is no publicity there is no justice. Publicity is the very soul of justice-Jeremy Bentam)

The presence of budget transparency menu on www.badilag.net is an effort to implement information openness in courts inspired by Decree of Chief Justice of The Supreme Court No. 144/KMA/SK/VIII/2007. It is widely accepted that transparency is one of the basic principles of world judicature system which in turn will lead to accountability.

This menu of budget transparency is accessible by anyone, any time, and any where. The court apparatus, therefore, will be more professional in carrying out their tasks and responsibilities. Through this menu, public can better uphold their function of social control so as to achieve good governance.

The transparency budget has been a standard menu in almost Indonesian courts websites especially in Religious Courts websites. As for the Religious Courts, the transparency menu has been completed with other similar menus, such as hearing agenda, judgments, case track, case statistics, court fees, etc.

Jakarta, September 2008
On behalf of the Director General
Secretary
